Instructions

  1. Cook the rotini: Bring a large pot of salted water to a boil. Cook the rotini pasta according to package directions until al dente. Drain and set aside.
  2. Brown the ground beef: In a large skillet, heat olive oil or butter over medium heat. Add ground beef and cook until browned and fully cooked, breaking it apart as it cooks. Drain any excess fat if necessary.
  3. Sauté garlic: Add the minced garlic to the beef in the skillet and sauté for about 1 minute until fragrant, being careful not to burn the garlic.
  4. Add flour: Sprinkle the all-purpose flour over the beef and garlic mixture. Stir well to combine and cook for 1–2 minutes to eliminate the raw flour flavor.
  5. Create the sauce: Gradually whisk in the milk, stirring constantly to avoid lumps. Continue stirring to incorporate the mixture evenly.
  6. Season and thicken: Add Italian seasoning, salt, and pepper to taste. Cook while stirring frequently until the sauce thickens, about 5 minutes.
  7. Add cheese: Stir in the grated Parmesan cheese until it melts fully and the sauce becomes smooth and creamy.
  8. Toss pasta in sauce: Add the cooked rotini pasta to the skillet with the sauce. Toss well to coat the pasta evenly with the garlic Parmesan sauce. Heat through for 1–2 minutes.
