Instructions
- Prepare Cookie Sheets: Line two small cookie sheets with cooking parchment paper to prevent sticking and make cleanup easier.
- Cook Sugar Mixture: In a medium saucepan over medium heat, combine the granulated sugar, butter, and milk. Bring the mixture to a rolling boil and continue boiling for 1 minute, then remove from heat.
